9. Portable toilets and potable water, satisfactory to the EI Paso County <br />Department of Health & Environment, shall be maintained on site for <br />~ employees. <br />H~ <br />1 ~~~'~~ ~, 10. The hours of operation shall be no more than daylight hours, 7:00 A.M. to <br />2tih ~ ~ ~~, 6:00 P.M., Monday through Saturday, except gravel shall not be hauled off <br />0~,, ~ ~~w the site before 8:30 A. M. excluding summer or non-school days. <br />1tti°(~ 11. Prior to beginning operations the applicant shall provide to the EI Paso <br />County Planning Department copies of an approved Colorado Department <br />of Health Fugitive Dust Emissions permit for this operation. <br />12. Within one hundred eighty (t 80) days of approval the applicant shall <br />place visible markers at the corners of the permitted mining area. <br />13. All vehicles transporting sand and/or gravel off-site shall be covered to <br />prevent any material from blowing and/or falling from the vehicle. The <br />outside rails of trucks shall be swept prior to exiting the site. Notice of <br />these regulations shall be prominently displayed. <br />14. No explosives shall be used in the extraction of material from this site. <br />15. Reclamation of the disturbed areas of the west and south high walls shall <br />begin within six (6) months of reaching the Phase I pit floor grade or <br />within six (ti) months of beginning Phase II, whichever comes first. <br />NOTATIONS: <br />1.' Special use approval includes conditions of approval and the <br />accompanying plot plan. No substantial expansion, enlargement, <br />intensification or modification shall be allowed except upon reevaluation <br />and public hearing as specified in the L, a cln Development Code. <br />2.' The Board of County Commissioners may consider revocation and/or <br />suspension if zoning regulations and/or special use conditions/standards <br />are being violated, preceded by notice and public hearing. <br />3.' If the special use is discontinued or abandoned for two (2) years or <br />longer, the special use shall be deemed abandoned and of no further <br />force and effect.' <br />4. Per Section 35.8 of the EI Paso County Land Development Code, this use <br />is subject to periodic review by the Planning Department, with a <br />mandatory review to be scheduled no later than one (1) year after the <br />date of Board of County Commissioner' approval. The County may also <br />periodically review this operation and conduct public hearings regarding <br />complaints or issues which may arise as a result of complaints or reviews. <br />.~ <br />
