<br />8) Concern has been expressed regarding traffic conflicts with residential <br />and school bus.traffic. School bus conflict can be mitigated through <br />modified hauling hours for the gravel pit. In this location Baptist Road <br />serves as the only access to approximately seventy (70) residential <br />properties, and in fact is the only access for many thousands of acres of <br />publicly and privately owned property. The upgrading of Baptist Road, <br />the bridge over Monument Creek, the rail crossing, and ultimately the <br />interchange with Interstate 25 were originally intended to be the responsi- <br />bility of the adjoining and nearby private developments. These develop- <br />ments have not yet materialized, in part due to the recent economic down- <br />turn in the area. <br />9) The proposed private haul road intersection with Baptist Road is in the <br />best possible location and conforms with the Major Transportation <br />Corridors Plan alignment for the extension of Mitchell Avenue. Several <br />alternate haul road configurations have been proposed, therefore a <br />condition has been suggested whereas final approval of the haul road <br />location and access is deferred to the Department of Public Works. <br />10) The proposed rezoning of the property to A-35 (Agricultural) District is not <br />directly related to the Use Subject to Special Review, and merely reflects <br />the owners intention to make the zoning better match the intended <br />agricultural use of the property. <br />1 t) A Corps of Engineers permitting process will be necessary for the place- <br />ment of fill or dredging in Beaver Creek for the haul road crossing. <br />Through this process the Division of Wildlife will be contacted. <br />PLANNING DEPARTMENT RECOMMENDATION: Based upon the consistency with <br />existing comprehensive plans, the documentation of a commercial mineral <br />deposit at the site, and the modified mining plan that mitigates some visual <br />concerns, staff would recommend approval of the request with the following <br />conditions and notations: <br />CONDiT10NS: <br />1. At least two (2) weeks prior to the Board of County Commissioners <br />hearing on this request, the applicant shall provide to the Planning <br />Department revised plans providing any mining plan corrections, and <br />erosion control plan modifications which are satisfactory to the EI Paso <br />County Department of Public Works. <br />2. This operation shall be conducted in accordance with the document <br />entitled, "Application for Mineral and Natural Resource Extraction <br />Operations, Dellacroce Gravel Pit," dated July 6, 1993, and addenda <br />except as otherwise modified by these conditions.
