<br />The closest residence to the proposed mining <br />operation, other than the Dellacroce house, is more <br />than one-half mile away. Baptist Road serves as the <br />only access road for several unplatted properties and <br />subdivisions, including Green Mountain Ranch <br />Estates. Residents in these subdivisions will have to <br />pass by the mining operation every day. Residents <br />east of the proposed mining area may also be able to <br />view the operation as well as travelers on Interstate <br />25 and other nearby roads. Noise impacts are re- <br />lated to the distance from the source of the noise, <br />and staff does not envision noise impacting resi- <br />dences to the west due to the intervening hillside, or <br />residences to the north due to the distance. Blowing <br />dust can be a problem, both from the mining opera- <br />tion and traffic on the roads. The applicant is pro- <br />posing to suppress dust both on and off site through <br />watering, and the screen plant is equipped with a <br />spray bar. Both the screen and the operation itself <br />will fall under air pollution permits that limit fugitive <br />dust emissions: <br />A requirement for tarping, covering, or sweeping of <br />the rails of gravel trucks has been imposed on most <br />recent gravel pit applications, and is similar to a <br />requirement enforced in the City of Colorado Springs. <br />Imposition of this requirement becomes more difficult <br />in situations such as this where the haulers are pri- <br />marily contract haulers who may not have covers, and <br />from the fact the main access road to the site is a <br />gravel road. Staff, however, will recommend this as a <br />condition of approval of the request, as well as the <br />identification of the trucks for easier registration of <br />complaints as offered by the applicant. <br />10. A mineral deposit of a commercial nature exists pursuant to state statute. <br />See standard #1 above. <br />11. Site security and safety plans are adequate. <br />The applicant intends to utilize locked gates to <br />restrict access to the site. Public access on the <br />private road will not be allowed. Because the area is <br />also used for cattle grazing, cattle guards will be <br />installed by the applicant as necessary. <br />
