• EXHIBIT E <br />RECLAMATION PLAN <br />The purpose of the reclamation is to control erosion <br />and return the property to stable condition suitable for <br />limited grazing. No water bodies will be created by this <br />mining operation. The ultimate land use for these <br />properties is unknown at this time. The area is rural but <br />could quickly become suburban as Colorado Springs continues <br />to grow. Another possibility is that it could be annexed to <br />Fort Carson Military Reservation which currently lies to the <br />north and west. <br />The initial area to be mined in this amendment area has <br />no topsoil, and very little stripping if any. Therefore <br />topsoil and overburden stockpiles will not be present in the <br />amendment area. As the mining progresses into areac wharf <br />strippin~l h~ ner~ssarv_ t~,a tnncn,l and overburden will <br />-b segregated and laced direct areas in re ard_tinn <br />or evegetation. Topsoil will be placed to a depth'of 6" <br />0 over t e entire disturbed area. When excess topsoil <br />or overburden is encountered, especially in Phase II, it <br />will be segregated and stockpiled for use in the final phase <br />of reclamation when the mining has been completed and all of <br />-, the stockpiled products have been removed from the property. <br />Grading of the mined areas will maintain the pre-mining <br />drai directions. The amendment area presently drains <br />from northwest o southeast and this will be the case upon <br />reclamation. <br />The primary difference will be in the elevation of the <br />final topography. The majority of the land surface will be <br />approximately 30 feet lower than presently exists. The <br />steep erosion gullies on the south end of the property will <br />be eliminated as the bottom will slope up from the south at <br />about lYo towards the north. The east and west sides will be <br />graded to a slope no steeper than two horizontal to one <br />vertical from the original grade down to the flat bottom. <br />The north end of the amendment area will open into the <br />existing permit area which will have similar bottom and side <br />slope grades. <br />No highwalls will be left after the operation, although <br />the working face will be a highwall during the operation. <br />Refuse is not generally kept at the site nor will any <br />be produced as a result of this operation.
