• PROTECTION OF HYDROLOGIC BALANCE: <br />A revision to the PHC was approved by the Division in TR-28 on June 1, 1995. The revised PHC <br />is included as Exhibit 10. Surface and groundwater monitoring conducted at the site was <br />suspended following Phase II release and will recommence two years prior to an anticipated Phase <br />III release request. <br />Surface Water <br />Kaiser has utilized numerous methods to minimize any changes to surface water quality and the <br />prevailing hydrologic balance in both the permit area and adjacent area. The primary method of <br />erosion, sediment and drainage control minimizes the initial potential impact by disturbing no <br />more area than is necessary at any one time, by reclaiming mined areas as soon as possible, by <br />trapping sediment, and by detaining runoff as close to the disturbed area as possible. <br />Interceptor structures, as shown on the Drainage Control Map (Map 8) serve to intercept runoff <br />from the disturbed areas and provide containment of that runoff in the sedimentation structures. <br />These sttvctures have been constructed to handle the runoff in the sedimentation structures, also <br />depicted on the Drainage Control Map. These structures have been constructed to handle the <br />runoff generated by a 10-year, 24-hour precipitation event. The criteria specified in 4.05.6 were <br />incorporated into the construction process as described in 2.04.7 and Exhibit 7, Sediment Control <br />Design Criteria. These structures will be maintained in good working order, thus, insuring that <br />• adequate sediment control is provided. Surface water monitoring of Stollsteimer Creek will <br />continue through reclamation of the site as required by TR-24. <br />Ground Water <br />Mining activities conducted at the Chimney Rock Mine have shown that all coal seams above the <br />elevation of Stollsteimer Creek have been dry. An occasional perched water table has been <br />encountered in actual mining, but the volume is very small and no pit water handling has been <br />necessary. <br />Since the seams encountered in the area are all at elevations above those of Stollsteimer Creek, <br />no ground water contact is expected as a result of surface mining operations. Thus, limited impact <br />to the groundwater system has been realized. As a result, all monitoring of groundwater wells has <br />been eliminated by TR-19. Kaiser will transfer remaining groundwater wells for Mr. Martinez' <br />private use. <br />Protection of Public Parks and Historical Places <br />No public parks are located within the permit area or adjacent area; therefore, surface mining <br />operations will not affect such parks. No cultural or historic resource areas exist within the permit <br />area which are listed on the National Register of Historic Places, therefore, surface mining <br />operations will not affect such areas. Because no such areas exist within the permit or adjacent <br />• area which will be affected by surface mining operations, this section of the regulations is not <br />applicable. <br />2.05-17 Rev. 12/19/97 <br />
