In conformance with Rule 6.4.3(g), please revise one or more maps to show the owner's name <br />of the Plumb Ditch. <br />3. Statement 5 in the Notes Section of the Mining Plan Map indicates that these plans aze <br />conceptual and that the final configuration of the slurry wall and mining pods may vary'based on <br />engineering design and/or site conditions. The Division concludes that the maps as presented are <br />not acceptable as an enforceable component of a Division of Minerals & Geology reclamation <br />permit. The Division requires that the applicant provide such maps with a definite commitment <br />that the conditions and configurations noted will be followed. If the wnfigurations andJor <br />conditions noted on'the maps change due to engineering design and/or site conditions, Hall-Irwin <br />will be required to process such changes via a permitting means acceptable to the Division, such <br />as a technical revision. Please address. <br />6.4.4 EXIIIBTT D - Mining Plan <br />4. The applicant specifies de-watering and dry mining of 89 acres. Page 2 of the 112 application <br />form lists fuel, propane, add-mixes for concrete to be used or stored on site. Also, the Project <br />Description on page 1 lists the use of asphalt batch plants on site. Based on this information, the <br />Division concludes there is also potential for gasoline, diesel fuel, oil, grease, hydraulic fluid, <br />antifreeze, and hot mixes for the batch plants to be used or stored on site. The Division requests <br />that the applicant describe the methods they will use to contain any inadvertent spill or leak of <br />such liquids and materials. This information is necessary to provide assurance that ambient <br />groundwater quality will not be degraded by spills or leaks of fuels and chemicals or any other <br />materials that may be stored, used, or contained in vehicles and machinery on site. ('fhe <br />applicant may provide a spill containment and countermeasuresplan to satisfy this concern). <br />Please address. <br />5. The applicant mentions on page 15 of the application that Hall-Irwin (E•II) may import <br />materials for processing, batch or blending plants and for sale at the landscape yazd. Please note <br />that if HI needs to backfill any of these imported materials on-site HI will first need to comply <br />with ffie requirements of Rule 3.1.5(9) and receive prior approval from the Division. The <br />_ volumes of such materials_xilln~e~to~re defined andshe cost forb_ackSlling util~a~g~Ss>_b~_. <br />included in the reclamation cost estimate, Exhibit L. Please respond. <br />6. Incompliance with Rule 6.4.4(d) the applicant has specified on page 15 that excluding the <br />processing azea and perimeter screening berms, a maximum of 21.3 acres will be disturbed at any <br />one time. The Division requests that HI clarify the acreage of these vazious disturbances during <br />the period of maximum disturbance: processing area, perimeter screening berms, settling ponds, <br />dewatering trench, pit excavation, access roads, and any other mining related disturbance. Also, <br />the Division requests that HI clarify the volumes of topsoil and of overburden that will be <br />stockpiled at the site during the period of maximum disturbance and the locations of these <br />stockpiles. <br />
