10. The existing modular home that is on the property does have a septic
system. When mining has progressed to the point that the gravel around the
area of the house shall be extracted, the septic system will be abandoned
and removed. The following procedure to remove the septic system is
recommended, according to Steve DeFeyter with the Mesa County Health
Department and Greg Pink, who has authority in health issues in Montrose
County in the absence oP a health agency.
Use of the system will cease at least three months prior to the removal of
the system. The septic tank will be pumped out by a company that is in
the business of pumping septic tanks. Mr. Defeyter states that the
pathogenic bacteria and other organisms that could be considered to be
potentially harmful will be contained in the sludge in the septic tank
itself and as long as customary precautions are taken, no unusual threat
should exist. Apparently most pathogenic organisms are not able to live
long outside of the human intestinal tract and are deemed to be of minimal
threat under normal circumstances. After the tank is thoroughly pumped,
it will be removed from the ground, demolished and hauled to an
appropriate landfill. The 3oints of pipe that are a part of the system
will also be removed and hauled away.
The water that exits the septic tank is considered to be a treated
effluent discharge and is relatively void of pathogenic bacteria and
harmful viruses. It will be prudent to exercise reasonable caution when
the area that represents the plume of the leach field is affected.
Protective equipment such as impervious gloves and respiratory protection
should be used when directly working in the leach field area. Additional
precautions such as no smoking, eating or drinking while working in the
immediate area should be observed.
The gravel material that is to be removed from the leach field area will
be crushed and used in the production of asphalt, which will expose any
living organisms to extreme temperatures that will kill them.
11. The diesel Puel tank that is integral to the asphalt plant will also be
used as a fuel supply tank for the mobile equipment that is on site. The
mobile equipment will be fueled inside the secondary containment area.
The spill prevention and cleanup contingency plan that will be used for
the asphalt plant will pertain also to equipment fueling.
I trust that the concerns that you have stated regarding the Colona Gravel Pit,
File No.M-94-005 have been addressed to your satisfaction.
Sincerely,
U ITED COMPANIES OF MESA COUNTY, INC.
~~ ~. ~~G~
Paul E.
