• 4.7.12 Windblown Debris <br />Since moat of the trash will be wet eah this should improve <br />any present windblown problems. Since only two or three <br />dumpsters containing SOx paper are dumped each week, the daily <br />ash dumping will quickly cover this mine trash and help to <br />alleviate any windblown problem that might exist. <br />Prevailing winds are from the west and northwest. The nearest <br />habitation downwind la at Roggen - seven miles east. No <br />litter has ever been observed east of the present east aide <br />fence line which is between 1/2 to 2 miles downwind from the <br />dump sites. <br />No special provisions ere provided for not dumping on windy <br />days. Coors will make sure that anything that could be <br />airborne will not be dumped on a windy day. <br />Fencing will remain ea described before and depicted on Map <br />(i), 4.6.3. <br />The working face could be ea wide ae 160' but na soon as e <br />given part of the site is filled, the ash will be covered with <br />overburden material in preparation for reclamation. Depending <br />on weather and other physical conditions the face will vary <br />• from 50' to 160' wide. <br />4.7.13 Conceptual Plana <br />In the event of a worst case situation as described here, <br />Coors will immediately cease ash hauling and/or refuse <br />disposal until the problem has been corrected. The Department <br />of Health and The Mined Land Reclamation Division will be so <br />notified. New monitoring wells will be drilled immediately as <br />well as the installation of lysimeters if appropriate. <br />Interrupter ditches and sumps may also be dug. <br />It is inconceivable that any surface water problems could <br />occur since geneial land gradients are away from the nearest <br />surface water which ie four miles to the west. Since spoil <br />monitoring wells are installed and other wells on and off the <br />property are sampled quarterly, it is also inconceivable that <br />any ground-water problems could occur due to this eah dumping, <br />since the ash produces a better leachate than the disturbed <br />overburden. Coors suggests that ash will have a beneficial <br />effect on the quality of the newly established spoils <br />ground-water table and reduce the risk of ground-water <br />contamination due to mining. <br />• <br />_44- <br />
