Monitorine Requirements (continued) <br />Oil and Grease - In the event thaz an oil sheen or floating oil is observed, a grab sample shall be collected, .analyzed,- - - <br />and repotted on the appropriate DMR. In addition, corrzctive action shall be Taken immediately to mitigate the <br />dischazge of oil and grease. A description of the corrective action taken should be included with the DMR <br />Total Dissolved Solids (TDS) motitoring is required oNy for dischazges to the Colorado River Basin. See specific <br />facility certification rationale to determine whether TDS monitoring is required. i, <br />Total phosphorus monitoring is required only for dischazges to the Dillon Reservoir drainage area (i.e., Ten Mile <br />Creek, Snake River, Blue River, and all other tributaries to the Di]]on Reservoir) and for discharges to the Upper Beaz <br />Creek drainage azea. See specific facility certification rationale to determine whether phosphorus monitoring is required. <br />C. DEFINITIONS OF TERMS <br />I. 'Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures <br />provides meazuretttemu. <br />2. 'Daily Maximum lirttitazion' means the limitation for this parameter shall be applied as an instantaneous rnaximttm (or, <br />for pH or DO, ins[antaneous minimum) value. The instantaneous value is defined as the analytical result of any <br />individual sample. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calcndaz <br />month. Any instantaneous value beyond the noted daily ttwtimum limitation for the indicated parameter shall be <br />considered a violazion of this permit. <br />3. 'Grab' sample, is a single 'dip and take' sample so as to be representative of the pazameter being monitored. <br />4. 'In-sim' measttremeat is defined as a single reading, observadon or measuremrnt taken in the field az the point of <br />discharge. <br />5. 'Instantaneous' measurement is a single reading, observation, or measurement performed on site using existing <br />monitoring facilities. <br />6. 'New source' is generally defined as a coal mine (or major alteration to a coal mine) the cotutruction of which <br />commenced after May 4, 1984. See 40 CFR 434.11(j) for the complete definition. <br />7. 'Quarterly meaurement frequency' means samples may be collected az any time during the calendar quaver if a <br />continual discharge occurs. If the discharge is intermittent, then samples shall be collected during the period that <br />dischazge occurs. <br />8. 'Settleable solids analytical procedttre' is contained in 40 CPR 434.64. The method detection limit for measuring <br />settleable solids under this part shall be 0.4 ml/l. <br />9. 'Thirty (30) day average' [aeons the aritlunetic mean of all samples collected during athirty-consecutive-0ay period. <br />The permitter shall report the approptiaze mean of all self-monitoring sample data collected doting the calendar month <br />on the Discharge Monitoring Repors. Samples shall not be used for more than one reporting period. <br />10. 'Total Metals' means the concentration of metals determined in an unfiltered sample following vigorous digestion <br />(Section 4.1.3), or the sum of the concentrations of metals in both the dissolved and suspended fractions, as described in <br />Manual of Methods for Chemical Analysis of Water and Wastes., U.S. Environmental Protection Agency, March 1979, <br />or its equivalent <br />11. 'Visual' observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />12. 'Water Quality Control Division' or "Division" means the state Water Quality Control Division as established in <br />25-8-I01 et al. <br />Additional relevant definitions are found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et seq.. the <br />Reuaations for the State Discharge Permit Svstan, 5 CCR 1002-2, $ 6.1.0 et sue; sod other applicable regulations. <br />
