PART I <br />Page No. 7 <br />Perini[ No. COG-850000 <br />B. EFFLUENT L1MTfATIONS AND MONf['ORING REQUIREMENTS <br />2. Stormwater Mana¢ement Plan (SWMP) <br />A Stormwazer Managetnent Plan (SWMP) shall be developed for the portion of each facility coveted by this section of <br />the permit. The SWMP shall be prepared in accordance with good engineering practices. (The plan need not be <br />completed by a registered engineer.) <br />The plan shall identify potential sources of pollution (including sediment) which [nay reasonably be expected to affect the <br />quality of stormwazer discharge associated with the mining operation. In addition, the plan shall describe and ensure <br />the implementation of best management practices (BMPs) which will be used ro reduce the pollutanu in stormwater <br />discharges associazed with [Wining activity. <br />Mining operations must implement the provisions of the SWMP required under this part as a condition of this <br />permit. The Division reserves the right to request and review the plans, and to require additional measures to prevent <br />and control pollution, as needed. <br />The SWMP shall describe all arras that have not been previously permitted, and which meet the defuritian of a <br />stormwater discharge in 40 CFR 122.26. Examples of such areas are roads and railroad lines used for transpona[ion to <br />and from the site, outslopes of ponds, inac[ive loadouts, si[es used for storage and maintenance of material handling <br />equipment, and areas granted small area exemp[ions. <br />a) SWMP Contents <br />The SWMP shall include the following items, az a minimum: <br />1) Site Map <br />The plan shall provide a site map or maps which indicate, az a minimum: <br />- Mining site boundaries <br />- Access and haul roads <br />- Stormwazer outfalls and an outline of the drainage aru of each stormwater outfall <br />- Aa estimate of the direction of flow <br />- Materials handling areas <br />- F.ach existing structural control measure to reduce pollutants in stormwa[er runoff <br />- Areas used for storage or disposal of overburden, materials, soils or wastes, including tailings piles or <br />ponds <br />- Areas used for mineral milling and processing <br />- Springs, streams, wetlands and other surface waters <br />- Location of mine drainage or any other process wazer discharge points <br />- boutuiary of area that contributes runoff to outfalls that are subject to efflurnt limitations guidelines. <br />- Date the tttap was prepared <br />2) Description of Potential Pollutant Sourrrs/Nlazerial Invea[ory <br />The plan shall provide d description of all potential sotttces (activities and materials) which may reasonably be <br />expected to add pollutanu ro srormwazer discharges. Surb sourt;es may include haul roads, equipmen[ storage <br />and maintenance areas, fuel storage areas, etc. <br />In each t:ase where stormwater pollution potential exists, appropriate preventive measures must be taken and <br />documrnted. <br />
