• Somerset Mining Company <br />SPCC Plan <br />Page 5 <br />4. Polychlorinated Biphenyls (PCB) <br />4.1 Protective clothing shall be worn by all personnel involved in <br />cleaning up a PCB spill. Clothing shall include: 1) <br />disposable, impervious coveralls or bib-type apron, 2) <br />impervious gloves, 3) impervious boots or over shoes, 4) <br />plastic face shields if necessary, and 5) respiratory <br />protection should a large spill occur in an unventilated area. <br />4.2 Absorbent materials such as Oil-Dri, straw, sawdust, rags, or <br />earth shall be used to soak up any free oil. <br />4.3 All contaminating fluids and fluid soaked materials shall be <br />collected and placed in sealed impervious barrels for proper <br />disposal. <br />4.4 PCB soaked earth shall be properly disposed of as a hazardous <br />material. <br />4.5 Contaminated tools used in cleaning up a PCB spill shall be <br />thoroughly cleaned with fuel oil or kerosene. These tools <br />shall be stored in a sealed container and in the future shall <br />not be used for any purpose other than cleaning up PCB spills. <br />Fuel oil or kerosene used to clean the tools shall be disposed <br />• of as a hazardous material. <br />4.6 When leaving the area of a spill or leak, employees shall be <br />required to remove protective clothing and equipment and, if <br />contaminated, place them in impervious containers for disposal <br />or cleaning. <br />4.7 After removal of protective clothing and equipment, employees <br />shall thoroughly wash their hands, forearms, and faces; and <br />shower at the end of the work period. <br />4.6 Employees directly exposed to PCB shall avoid additional skin <br />contact and shall be instructed to wash all exposed skin prior <br />to eating, drinking, smoking or using the lavatory. <br />4.9 Employees involved in PCB cleanup procedures shall be advised <br />of the symptoms of excessive exposures and skin contacts with <br />PCB (irritation of the skin and mucous membrane, and skin <br />eruptions) so that proper medical attention can be <br />administered at the onset of such symptoms. <br />In the event of a spill of any of the materials listed in this SPCC Plan, <br />the Mine Manager or Surface Superintendent shall notify the Environmental <br />Coordinator immediately. The Environmental Coordinator will advise as <br />to proper notification and disposal requirements. <br />1.
