• Somerset Mining Company
SPCC Plan
Page 3
1.2 A containment structure shall have adequate capacity to
contain the maximum storage volume of the storage vessel it
protects.
1.3 With containment structures in place and intact, the
possibility of a spill of oil or other hazardous mtterial
entering the navigable waters of the United States is remote.
2. Fuel Oil, Gasoline and Hydraulic Oil
2.1 There is a 470 gallon used oil tank and a 320 gallon starter
fuel oil tank adjacent to the shop building and a 550 gallon
unleaded gasoline storage tank near the Mine Office. The
possibility of a spill of oil into a navigable waterway is
remote.
2.2 There is a 19,760 gallon hydraulic oil storage tank adjacent
to the tipple. A three foot high earthen berm directs any
large volume of oil spillage into an area beneath the tipple.
This area is concrete lined, does not drain into any waterway
and has sufficient volume to contain the entire volume of the
hydraulic oil storage tank. Small amounts of oil spillage
would be contained in the area around the tank.
3. Transformer Oil
3.1 The possibility of an oil spill from the main substations
entering the navigable waters of the United States ie remote.
4. Polychlorinated Biphenyls (PCB)
4.1 There is one transformer which contains 1040 gallons of PCB
contaminated oil (140 ppm) in the Elk Creek substation. The
possibility of a spill from this transformer entering the
navigable waters of the United States is remote.
5. Chlorine
5.1 Chlorine gas in 150 lb. cylinders is used by Somerset Mining
Company to treat culinary water. One chlorine cylinder is
maintained at the culinary water pump station. A second
cylinder is either off site being refilled or is in storage
a the Somerset Mine Warehouse.
SPILL HANDLING
1. General
1.1 Personnel shall take the necessary actions to minimize the
volume of material spilled and the area affected.
• 1.2 The Mine Manager shall be notified immediately of any spill.
