The Division's approval of the proposed control plan is based on the submitted production level as <br />listed below. Prior to any increase in daily or annual production rates, the applicant shall submit <br />a Revised Air Pollutant Emission Notice and Control Plan which will be subject to Division review <br />and approval to ensure compliance with the National Ambient Air Quality Standards for particulate <br />matter. Annual records of the actual production rate shall be maintained by the applicant and <br />made available io the Division for inspection upon request. <br />Handling of coal shall not exceed 3400 tons/hour or 4,000,000 tons/year. <br />Note to Permit Holder: <br />The following emissions of total suspended par[icuiates (TSP) are estimated based on the <br />production rates listed above. This information is listed to inform the operator of the Division's <br />analysis of the TSP emissions. This information is listed on the Division's emission inventory <br />system. <br />Total Suspended Particulates: 117.5 tons/year <br />Activities cover by this permit: <br />a. Truck haul up to 780,000 tons per year coal from coal mine stockpile 1.6 miles to County Road <br />• 27. Fugitive emissions from unpaved roads will be controlled by water spray and chemical dust <br />suppressant. <br />b. Truck haul up to 500,000 tons per year coal from coal mine stockpile 0.8 miles to Tipple +Y2 <br />crusher building. Unpaved road fugitive emission will be controlled by water spray and chemical <br />dust suppressant. <br />c. Load in and load out of haul trucks at coal stockpiles and tipple. <br />d. Transfer up to 4,000,000 tons coal per year onto overland conveyor belt from reclaim tunnel <br />belt. Building transfers will be controlled by baghouse. <br />e. Convey up to 4,000,000 tons coal per year by overland conveyor belt to crusher building at <br />Tipple rr2; belt transfers and unloading at crusher building will be fully enclosed. <br />At all times, including periods of start-up, shutdown, and malfunction, the facility and control <br />equipment shall, to the extent practicable, be maintained and operated in a manner consistent with <br />good air pollution control practices for minimizing emissions. Determination of whether or not <br />acceptable operating and maintenance procedures are being used will be based on information <br />available to the Division, which may include, but is not limited to, monitoring results, opacity <br />observations, review of operating and maintenance procedures, and inspection of the source. <br />1920/9/2 <br />
