~ ! <br />EXHIBIT E - Reclamation Plan <br />The post-mining land use of this affected area has been open <br />pit mining for sand and gravel as shown on the aerial map marked <br />"Exhibit C" and the photos marked "Exhibit C". The adjacent lands <br />to the affected area are also being used as open pit mining for <br />sand and gravel and agricultural uses (grazing). <br />As shown on the above mentioned "Exhibits", this affected area <br />has been mined, to a minor degree, by a previous operator and <br />the overburden and top soil has been removed and stockpiled in <br />an acceptable manner along the north bank of the Colorado River <br />and the south edge of the pit area. The total amount of this top <br />soil and overburden will be saved in its present state and will <br />be used for the reclamation of the banks of the mined out pit. <br />Reclamation will commence during the summer of 1984 around the <br />area that has .been mined which will be "Phase I", as outlined on <br />"Exhibit F". This will be done by placing the overburden on the <br />banks of the mined out area and the slopes will be graded to a <br />3:1 slope to the water level in the pit and 2:1 slope below the <br />water level. This will be done with dozers and scrapers and <br />compacted in an acceptable manner. The graded area will then be <br />covered with six to twelve inches of -top soil to water level and <br />a firm seed bed prepared. As recommended by the local Soil Con- <br />servation Service, seeding will be done by broadcasting native <br />grass seeds, namely: Western Wheatgrass at the rate of 16 lbs. <br />per acre; Tall Wheatgrass at the rate of 22 lbs. per acre; and <br />.. <br />Alkali Sacaton, if available since this is quite scarce from time <br />to time, at the rate of one pound per acre. 30/20 Nitrogen/ <br />Phosphate fertilizer will also be applied at the time of seeding. <br />Sprinkle irrigation will be used only if it is a dry fall season. <br />If necessary, re-seeding will be done the following fall in the <br />areas where there is a sparse stand of vegetation. <br />The affected area will be fenced prior to mining and will be <br />left fenced until revegetation has been thoroughly established. <br />A fifty foot berm will be left between the Colorado River and <br />the impounded water created by this mining operation and a twenty <br />five foot berm between the other adjacent mined out pits with <br />impounded water. <br />Phase II of this reclamation program will commence during the <br />summer of 1987 and will be carried out in the same identical <br />manner as Phase I. Phase III will commence during the summer of <br />1991 and should be thoroughly revegetated by 1994 which will be <br />the final stage of this reclamation and the affected area will <br />be retw•ned to agriculture zoning or uses. i <br />
