Cattany <br />Division Director <br />Natural Resource Trustee <br />The Colorado Division of Reclamation, Mining & Safety (DRMS) has reviewed the Responses to <br />Preliminary Adequacy Review-02 for Sundance Resources Regular 112 Permit Application, dated April 4, <br />2007, for Lafacge West (Lafarge), Ineorporated's Sundance Sand and Gravel Resource property in EI Paso <br />County. With the stipulations described below, DRMS accepts the applicant's responses and approves the <br />permit application. <br />Rule 6.4.7 Exhibit G -Water Information <br />Due to concerns expressed by locals with respect to surface water resources, DRMS recommends <br />measuring the stream discharge in Fountain Creek. Lafarge may use ahand-held in-stream current meter <br />rather than a permanent installation of a measuring device such as a flume. DRMS recommends measuring <br />the stream discharge both upstream and downstream from the permitted area to assess whether mine <br />dewatering has an impact on stream discharge. DRMS recommends measuring stream discharge monthly <br />during mining operations and quarterly for one year after cessatino of mining operations. This monitoring <br />may be conducted concurrently with the collection of ground-water level data and water quality data from <br />monitoring wells, which Lafarge has stated will be monthly during mining operations and quarterly for one <br />year after mining. <br />DRMS also concurs with the conclusion of Martin and Wood regarding the hydraulic conductance of the <br />alluvium from Fountain Creek, and recommends collecting the data described. However, collection of this <br />data need not delay the initiation of mining activities and may be conducted concurrently with <br />development activities. DRMS recommends completion of this study within one year of the issuance of the <br />permit. Please forward the study findings to DRMS upon the study's completion. <br />[n this particular case, DBMS is of the opinion that it would have been more appropriate to setup the <br />MODFLOW ground-water Flow model with general head boundaries on the north, south, and west sides <br />(i.e., the sides not bounded by Fountain Creek), rather than the the constant head boundaries that were <br />stipulated in the model.
