COLORAllO DEPARTMENT OF HEALTH
Water Quality Control Division
Rationale - Page 3
Permit No. CO-003.1653

Federal BPT and BAT recently promulgated specify the following effluent
limitations for reclamation areas: (this applies co outfalls 002, 003, U04
and 001).
TABLE 2
Parameter BPT SAT
pH, s.u. 6.0 [0 9.0 NA
Settleable Solids, ml/1* 0,5 0.5
•This parameter does nat apply to .discharges caused by precipitation greater
than the 10-year, 24-hour event (or equivalent saovmelt volume).
State Effluent Standards (SES) dictate the imposition of an 011 and Grease
limitation of 10.0 mg/1 for all discharges not o[herrise limited.
Additionally, State Water Quality Standards (WQS) dictate a pH limitation of
6.5 to 9.0 s.u.. This supersedes the BPT limitation for pH shown in Table 1.
Because discharge will be intermittent and will normally occur only during
precipitation events (periods rhea receiving rater floes will be high) no
rater quality standard-based effluent limitations are appropriate other than
pH.
EFFLUENT LSMITATIONS, RATIONALE AND MONITORSNC FREQUENCIES:
Table 3 below denotes effluent limitations for outfall 001 and the
rationale which determined the limitations.
Table 3
Monitoring
Parameter Limitation Rationale Frequency
pH, s.u.
011 and Crease, mg/1
Total Suspended Solids, mg/1
Total Iron, mg/1
Settleable Solids, ml/1
Flow, MGD
Salinity
6.5-9.0 e/
10.0 e/
35/70 f/
3.5/7.0 f/
0.
