d. No sampling data is available.
5. Stormwater Quality Controls
a. SWMP Administrator -Rick Mills
Qualified personnel also available for inspection of the plan and associated controls include:
Brian Watterson, Environmental Geologist
Twentymile Coal Company
David Wallace, Supervisor -Surface Operations
Twentymile Coal Company
b. Risk Identification and Assessment -Minimal risk exists for any pollutants to enterintocontact
with stormwater and discharge into the receiving stream. At the Fish Creek Ventilation
Borehole, only the above chemicals have the potential for coming into contact with
stonnwater. This potential is further due to the fact that during transport and transfer of the
chemicals into the control building presents the only.opportunity for spillage due to damage
to the container. The Fish Creek Tipple does not store any chemicals that could come into
contact with stormwater.
c. Preventative Maintenance -The maintenance program for both sites will involve the periodic
inspection of the control devices to ensure that they are functioning properly. Appropriate
repairs will be made as needed.
d. Good Housekeeping - Twentymile will practice good housekeeping at these facilities by
removing empty totes and drums storing the above reference products. Also, trash will be
picked up and collected and brought to the mine site for disposal.
e. Spill Prevention and Response Procedures - In the event of a spill resulting from activities by
Twentymile personnel or equipment at this site, the procedures outlined in the NPDES
Permit CO-0027154 SPCC plan would implemented.
f. Best Management Practices - As discussed previously, Twentytnile will utilize the
previously outlined BMPs to manage stormwater. The existing drainage control systems and
alternative sediment control measures previously approved under the respective CDMG
permits will be utilized and maintained in accordance with the approved plan.
g. Employee Education -Yearly safety meetings are required for all employees, at which time
the SPCC plan is discussed to identify the goals and objectives of the plan. Specific topics
of discussion will include: cleanup measures for spills, review of past spills and causes, spill
reporting procedures, handling of contaminated materials, and general employee motivation
concerning the need for spill prevention and the need for good housekeeping. Information
concerning the SWMP will also be incorporated into this training.
