• Attempt to minimize material stored at the site by ordering only what is needed,
• Post signs at appropriate locations indicating where to dispose of waste oil and
refuse, and
• Mark locations of spill clean-up equipment and materials.
Waste such as used oil and solvents will be stored in closed containers and disposed of
as necessary only Using approved methods. Municipal solid waste will be stored in
closed containers and disposed of in a county landfill as necessary to prevent these
materials from contaminating the site. A sanitary sewer system with a septic tank vault
will be used to manage sanitary waste at the Parachute Site. This vault will be emptied
as necessary and the contents disposed of in a local wastewater treatment facility.
Sanitary waste at the Piceance Site will be managed through a septic tank and sanitary
leach field constructed and sized to meet the needs of that facility. Both systems will
effectively prevent discharge of sanitary wastewater to waters of the State.
3.0 SAMPLING AND MONITORING
Sampling and monitoring will be required to discharge from the stormwater retention
pond at the Parachute Site because of the possibility of process water mixing with
stormwater. All other outfalls, 001, 003, 004 (Figures E-1 and E-2), and drainage from
the well field (Figure E-3) will not require monitoring because drainage from these
areas will contain only stormwater. The following requirements will apply only to
outfall 002 (Figure E-2). Additional sampling and analysis requirements may be added
to this monitoring program, as recommended by the State, prior to issuance of a
stormwater Discharge Permit.
3.1 General Limitations
The following is a list of limitations that apply to process water discharge:
• There shall be no discharge of sanitary waste water from toilets or related
facilities,
• There shall be no discharge of floating solids or visible foam,
• No chemicals are to be added to the discharge unless permission for the use
of a special chemical is granted by the permit issuing authority, and
• Bulk storage structures for petroleum products and other chemicals shall
have adequate protection so as to prevent any reasonable loss of the material
from entering discharged waters or waters of the State.
In accordance with the Water Quality Control Commission Regulations for Effluent
Limitations, Regulation 62, 5 C.C.R. 1002-62, and State Discharge Permit System
Regulations, Section 61.8 (2), 5 C.C.R. 1002-61, the permitted discharge shall not contain
effluent parameter concentrations which exceed the limitation in Table 3-1.
Preliminary Response Plan A-16
Yankee Gulch Sodium Minerals Projett
Amencan Snda, L.L.P.
