~j <br />i - • • <br />COLORADO DEPARTMENT OF HEALTH <br />Water Quality Control Division <br />C 4210 East 11th Avenue <br />Denver, Colorado 80220 <br />RATIONALE <br />AMENDMENT N0. 3 <br />TRAPPER MINING, INC. <br />PERMIT NUMBER CO-0032115 <br />MOFFAT COUNTY <br />By letter of February 25, 1987 the permittee has requested the relocation of <br />outfalls 003 and 006, and the addition of a new outfall, 010. <br />Outfall 003 will be relocated approximately 1000 feet downstream. One new pond <br />will be added. Discharge will continue to go to East Buzzard Gulch. Outfall <br />006 will be relocated approximately 1500 feet downstream. Two existing ponds <br />will be removed and three new ponds will be added. Both relocations are being <br />made to facilitate a changed mining plan. System 003 will contain 5 acre-feet <br />C1.6 million gallons) and 006 will contain 12.5 acre-feet (4.1 million gallons). <br />The new outfall, 010, will discharge to Elk Gulch, a tributary to the Williams <br />Fork River. The pond will be based on a model developed by the University of <br />Kentucky. It will treat 0.59 acre-feet (0.19 MGD) and will have a fixed <br />spillway to avoid failure problems which have plagued other ponds. <br />As a result of this action, pages la, ld and le of the permit will be amended <br />and pages li and lj will be added. <br />PUBLIC NOTICE COMMENTS: <br />The permittee, by letter, clarified names of certain drainages. The drainage <br />formerly called Eagle Gulch should be known as West Buzzard Gulch. Figure 1 is <br />the permit is being corrected to show this.
