(Page 7 of 'J) <br />It is the thought of the "operator" that perhaps the most important (BMP) that <br />can be implemented to hold sediments transportation by storm water run-0ff to <br />any significant reduction is the method of piling excavated materials in piles <br />or berms around the various open mining excavations. Such piles/berms can be <br />placed on the lower/downstream sides of the excavations which will accomplish <br />(from experience) the following: <br />(1? Catch run-off water flowing into an excavated area and trap it there in a <br />retaining mode until it percolates/evaporates away. This practice has <br />worked in the past and is usually effective under cloud-burst (2"-3" hour <br />intensities) conditions. <br />(2) Slows and dissipates storm water runoff velocity/volume reducing <br />erosionary action and the dislodging, transporting and deposition of <br />additional sediment particles. <br />Sediments are the only water pollution agents to be considered applicable <br />relative to the subject "Operation" to the best of the "operators" knowledge <br />and ability. <br />Tl~e U.S. Forest Service has constructed (so-called) water bars across all of the <br />access roads in the area, which probably donate as much or more sediment <br />pollution than the small scale mining activities now existing in the area. <br />The relatively small mining disturbances in the area have not (in this "operators" <br />opinion) in the last 35 years had any significant adverse impacts on the <br />environment. <br />In conclusion: The "Operator" feels that the above mentioned practice of <br />cutting off and/or retaining storm water runoff is the only (BMP) that can be <br />practiced with the relatively small and contained excavations created by his <br />operational activities until such time as they are backfilled/reclaimed. <br />Additional Information in Compliance with the Certification of Completion and <br />Implementation of Storm Water Management Plan. <br />The subject "Operation" does not have, or at this time plan to have, any of the <br />following: <br />(1) Haul roads <br />(2) Materials handling areas <br />(3) Areas used for storage or disposal of overburden. soils or wastes <br />(4) Areas used for mineral milling or processing <br />(5) Mine drainage or any other process water <br />(6) Any water wells and/or devices for extracting water from any natural flows <br />in the area <br />(7) Any construction and/or device of any type which might be introduced into <br />a stream/pond or any other water course or which might pollute, change, or <br />impair flow of the associated waters in any way. <br />host all of the physical affecting conditions are evident on the attached <br />accompanying combined "Affected Lands"/ Sl1Ti map. <br />As specified in the "Fina'_ Permit" for the subject "Operation", there is only <br />one responsible sole owner involved with the implementation, maintenance and <br />record keeping for this "operat.ion" and any questions, directives, suggestions <br />or requests for additional information must be directed to him. <br />
