EFFL.QENT LIIv11TATIONS AND CONDITIONS - STORMWATER DISCHARGE <br />when the facility begins operations, ar when the general permit certification is issued, whichever is later, <br />end updated as appropriate. <br />SwMP Cetification. Any person sigrting a certification on the completion of the SWMP shall include <br />the following language: <br />'I certify under penalty of law that a complete Stormwater Mamgemwt Plan, in corapliaace with Psrt <br />I.C of the permit, has been prepared end implemented for my facility. Based oo my inquiry of the <br />person or persons who menage the system, or those persons directly responsible for gathering the <br />information, the Stormwater Management Plan is, fo the best of my lmowiedge and belief, true, acctuate, <br />and complete:, and implemented as writt~. I am aware that there are significant penalties for falsely <br />certifying the completion of said SWMP, including the possibility of fine and imprisonment for laowing <br />violations.' <br />Prohibition of Nonstormwater Discharges <br />a. Except as provided in paragraph b, below, all discharges authorved by this permit shall be composed <br />entirely of stormwater. Discharges of material other than storttrweter must be addressed in a operate CDPS <br />permit issued for that discharge. <br />b. Discharges from the following sources that ere combined with stormwater discharges associated with light <br />industrial activity may be authorized by this permit, provided that rho nou-stormwater corupoueat of the <br />discharge is identified in the SWMP (sce Part I.C.2.c.4 of the permit): fire fighting activities, springs, or <br />landscaping irrigation return flow. <br />S, Recordkeeoirta and Internal Rtportina Procedures <br />The p_rmittee shall identify procedures for recordkeeping and internal reporting. <br />9, Emolovce Eduction <br />The permittee shall develop and implement employee education programs to inform personnel at all levels of <br />responsibility of the components and goals of the SWMP. Education should address topics such as spill response, good <br />housekeeping and material management practices. The permittee shall identify periodic dares for such instruction. <br />D. MONTfORDYG AND REPORTING <br />1, Rep_nsentative Semolina <br />Samples and ttreasurements takes as required herein shall be representative of the volume and nature of the monitored <br />dischauge. <br />Failure to submit the reports as required in either Part I.D.3 or I.D.4 shall constimre a violation of the permit and may <br />constitute grounds for revocation of the permittee's authority to discharge under the permit. <br />2. ~art~rlirtg <br />Sampling and testing of stormwater for specific parameters under Part I.C is not required oa a routine basis under this <br />permit. However, the Division reserves the right to require sampling and testing beyond this, on a case-bycace basis, <br />at any facility coveted by this permit, in the event that there is reason to suspect that compliance with the SWMP is a <br />problem, or to measure the effectiveness of the BMPs in removing pollutants in the efflrtwt. <br />
