Il it not necessary to inrJude <br />stormwater quality conlrolc in the portions of your operation that contribute runofT to areas subject to <br />effluent limitalioac guidelines contained in d0 CFR subchapter N (see the Nole on Page I). The description <br />of stormwater quality controls should address the following minimum components, including a schedule for <br />implementing such controls: <br />a. SWMP Administrator -The SWMP should identify a spxific individual or individuals within the mining <br />organization who is responsible for developing the SWMP and assisting the mine operator in its <br />implementation, maintenance, and revision. The activities and responsibilities of the administrator should <br />address all aspects of the facility's SWMP. <br />Risk Identification turd Assescmenl -The SWMP should assess the potential of pollutant sources (including <br />source of process water that might become mixed with stormwater) at the mine to contribute pollutants to <br />stormwater discharges associated with mining activity. F~ch of the following should be evaluated for the <br />reasonable potential for contributing pollutants to roooff: <br />- loading and unloading operations; <br />- outdoor storage of chemicals or equipment; <br />- outdoor milling or processing activities; <br />- historic mine drainage; <br />- tailings ponds; <br />- crushing facilities or significant dust and particulate generating activities; <br />- on-site waste disposal practices; and <br />- stockpiles of overburden, raw material, intermediate products, byproducts, finished products or waste <br />products; <br />Factors to consider include the toxicity of the material; quantity of chemicals used; amount of material <br />processed; the likelihood of contact with stormwater; and history of significant drainage, leaks or spills of <br />toxic or hazardous pollutants. In each case where stormwater pollution potential exists, appropriate preventive <br />measures must be identified and implemented. <br />c. Preventive Maintenance -The SWMP should identify a preventive maintenance program. This program <br />should involve maintenance of stormwater management devices (maintenance of dikes separating mine <br />drainage from stormwater, cleaning oil/water sepawtors, catch basins, etc.) as well as maintenance of <br />equipment sect systems to prevent conditions that could cause breakdowns or failures resulting in discharges of <br />pollutants to surface waters. <br />d. Good Housekeeping -The SWMP should identify good housekeeping procedures that will be followed by the <br />mining operation. Good housekeeping requires the maintenance of a clean, orderly facility. This part of the <br />' SWMP should address cleaning and maintenance schedules, trash disposal and collection practices, grounds <br />maintenance, etc. <br />e. Spill Prevention and Response Procedures -Areas where potential spills can occur, and their accompanying <br />drainage points, should be identified clearly in the SWMP. Where appropriate, specifying material handling <br />procedures sect storage requirements in the plan should be considered. Procedures for cleaning up spills <br />should be identified in the plan sect made available to We appropriate personnel. The necessary equipment to <br />implement aclean-up should be available to persomel. <br />f. Best Management Practices -The SWMP should contain a mutative description of We appropriate <br />stormwater management practices for the permittce's facility. Based on an assessment of the potential of <br />various sources at the site to wntribute pollutants to stormwater discharges associated with mining operation, <br />the plan should provide estimated dates of compliance for when the measures determined to be reasonable and <br />appropriate should be implemented and maintained. Any existing controls should also be discussed. The <br />description of the BMPs should include: <br />
