Under your <br />CDPS permit (COG-850000), your coal mining operation is permitted to discharge stormwater associated with that <br />mining operation into waters of the state of Colorado. <br />As a condition of your CDPS permit, you are required to submit a stormwater Management Plaa to the Water Quality <br />Control Division within six months of the time your permit certification became effe.:tive. <br />The discharge permit under which you are certified is a General Permit that is used by many coal mines with surface <br />discharge only. The coal mines range from very large and complex to small and relatively simple operations. The <br />general permit is wrinen to cover a range of complexity and conditions. This information about stormwater <br />management plans must also be applicable to the range of complexity at the mines covered by the general permit. In <br />some cases, your operation may not warrant all of the details described below. in other cases, a more complex <br />treatment of stormwater pollution prevention measures may be appropriate. Please remember that the goal of the <br />stormwater management plan is to identify potential sources of pollution including sediment) which may be <br />expected to affect the quality of stormwater, and to describe the best management practices (BMPs) which will <br />he used to reduce and control the pollutants. <br />In order to help you in your stormwater management planning, we offer the following guidance. If you have <br />questions about the stormwater program, please call the Permits and Enforcement Section at (303) 692-3590. <br />STORMWATER MANAGEMENT PLAN <br />A Stortnwater Management Plan (SWMP) is to be developed for We portion of each facility covered by this permit. <br />The SWMP should be prepared in accordance wiW good engineering practices. (The plan Deed not be completed by a <br />registered engineer.) <br />The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect <br />the, quality of stormwater discharges associated with We mining operation. In addition, the plan shall describe and <br />ensure the implementation of best management practices (BMPs) which will be used to reduce the pollutants io <br />stormwater discharges associated with mining activity. <br />Note: The SWMP requirements do not apply to those mine arras which contribute runoff to a discharge point that is <br />subject to effluent limitation guidelines contained in 40 CFR subchapter N. ('these limitations aro listed in Part I.B.1 <br />of the General Permit.) These contributing areas are regulated by the effluent limitation guidelines. stormwater <br />quality controls are required in areas where Were are no effluent limitation guidelines (for instance: some roads and <br />railroad lines, outslopes of ponds, inactive loadouts, sites used for storage and maintenance of material handling <br />equipment and areas Wat have been granted a small area exemption). <br />The SWMP should include We following items: <br />1. Descriolion of Mining Activities <br />The plan should provide a narrative description of We mining and associated activities taking place at We site <br />which affect or may affect stormwater runoff intended to be covered by Wis permit.
