<br />EXHIBIT C <br />Mining Plan <br />Mining in the pit will continue on an intermittent basis over <br />the next ten years. This site contains the best riprap source in <br />the San Luis Valley. Riprap will probably be required on several <br />bridge replacement projects planned by the Department of Highways <br />scheduled in their Five Year Plan. It is also possible that several <br />of the counties and cities in the area may have bridge replacement <br />projects or flood control projects under construction in the coming <br />years. At recent demand levels there appears to be enough material <br />in the pit to assure operation for at least ten years. <br />It is planned to continue mining the rock outcrop in a northeasterly <br />direction. Track drills will be used to drill blast holes to approximate <br />depths of 25 feet. Mining will be done using a series of benches with <br />the depth of each bench not exceeding 25 feet. shot material will be <br />pushed to the south where it will be processed and stockpiled. <br />Equipment used will include track dozers, rubber-tired loaders, <br />grizzlies and crusher plants. Excavation of the rock outcrop will <br />remain higher than surrounding ground so the natural drainage will <br />be maintained. Shot slopes will be approximately }:1 to }:1. <br />Water will only be used in the pit, if necessary, to control dust <br />from crushing or haul operations. Water will be hauled to the site by <br />water truck and will be purchased from the City of Del Norte. <br />Since this area is an existing pit and in the past topsoil was <br />not removed from plant and stockpile sites it is proposed that unless <br />signifcant areas can be stripped of topsoil that the soil be left intact. <br />It is felt that removal at this time would result in significant contamination <br />and would create a mess at the site. Any significant topsoil on the rock <br />outcrop would be impossible to remove prior to mining operation due <br />to the inaccesibility with equipment of the remaining topsoil. <br />
