As I understand it, the per-nit area is to be the entire <br />35 acres outlined with a wide, dark, dot-dasn line on the <br />maps. This corresponds to the "property line" boundary, not <br />the "permit boundary" as labeled on the snaps. Tlie total <br />affected land at some time or anotner is obviously to oe some <br />fraction of the total permit area. This matter still needs to <br />be clarified. <br />Exhibit D <br />1. Please clarify the source of the topsoil to be used to provide 4" <br />to 8" of topsoil over the entire permit area. If 20 acres of <br />topsoil has been totally lost by removal by wind or a previous <br />operator, a considerable depth of topsoil must be present elsewhere <br />to make up the difference. If subsoil remaining is to be used <br />J instead of the lost topsoil, this must be specified and the special <br />treatments needed for its use (fertilization, etc.) specified. <br />Furthermore, given the fact that at least 20 acres now need to be <br />retopsoiled to an average depth of ti", (giving 16, 133 cubic yards <br />of topsoil to be moved), your cost of ~O.SU/cu yd gives at total <br />bonding cost addition for this particular cost item of $12,900.40. <br />Please further clarify your response in this matter. <br />2. Given the acreages shown for the processing area, roads, and first <br />cut of mining (about 2 acres), your estimate for the volume of <br />topsoil to be stockpiled (311 cubic yards) seems very low. Once <br />again, removal of 6" of topsoil from even two acres gives 1,613 <br />cubic yards. The other areas involved would each add topsoil to <br />the stockpile at the rate of 807 cubic yards/acre. Please clarify <br />precisely why you feel such calculations do not apply in this <br />case. If they do apply, please designate an appropriately-sized <br />area for stockpiling topsoil. <br />Furthermore, your "over-the-shoulder" method of topsoil replacement <br />would not seem to apply to areas in which the topsoil is not <br />readily available to the required depth. Please clarify this <br />situation, as well. <br />Exhibit E <br />2. If the entire area is to be restored to open range, the dismantling <br />of the structures on the site should be considered in reclamation. <br />Bonding for dismantling structures should also be considered in the <br />' reclamation costs. Please clarify this matter. <br />
