03~l2812005 11:47 978834020404 JOE I~TERMILL PAGE 03
PAGE 2
trenches be dug with back-hoes or drag lines and create even steeper slopes?
Paragraph (b) states that mining face will be from nearly vertical to a 0.5:1 slope. Does
this include the face along the excavation limits where clay lining back Slopes are to be
constructed at a later date? 1£so, the map on sheet 3, mining plan map, shows 1:1 slopes,
and the detail of the open lake reclamation detail on shed 7, the Reclamation Plan Map,
shows that the compacted clay liner is placed against the sand and gravel at a 1:2 slope.
Which slope is correct? The steeper the slopes the greater the possibility that they vn'll
erodc back into the buffer zone prior to the clay being compacted against them.
• Paragraph (c) states that water fYoat the dewatering operation will be diverted back to
existing water courses via existing right-of--way. Sheet 3, Mining Plan flap, shows a
_ _ -- _ _ _ _ -- - -disch;irge.to_thesiver_and s_discharge~e~he ~acisting ROW from Each ofthertwo-ttorthem- - - - - - - - --
- silt ponds. Subsequent discussions with Civil Resources indicate that intended to use
CAOT structures to move their water. I discussed this with the CDOT Right of Way
Manager and the Maintenance Foreman for this area and they indicated that they had no
knowledge of any easemerrts or permits allowing this movemerrt of water and that, based
on policy, they doubted that airy such penmission would be granted.
MINING PLAN MAP 3
Considerable additional information is needed concerning the northern two "Silt Ponds"
adjacent to the CDOT ROW, at the north end of the affected area. Mining Plan Map 3
indicates that they wdl be mined.
1. There is no mention or indication of what the set back is for this area
2. Will the mined slopes be left 1:2T
3, Will they be tined?
4. What is the purpose of the silt ponds?
5, Wilt the silt be removed or will it just be left as super saturated material?
6. What is thc final reclamation of these two areas?
There are several setback distances gives Map 3 shows 25 feet. On the same sheet the
Typical -Topsoil Stockpile at Edge of Mining areas Cross section, shows a 10 foot set
back from the top of excavation slope, then an undesigaated distance for temporary top
soil stockpiles, and an additiona125 feet to 50 feet to the property line- The Reclamation
Plan Map 6 shows a 37 foot set back. We assume that all of these distances are measured
from original ground elevation horizontally to the property line. Which distance is
correct?
Muting Landscape Plan Msps 4, and 5 show that trees and shrubs are to be planted along
the property line adjacent to CDOT ROW. Our primary concerns with this are drifting
snow and mairrtersance problems seated when bushes, shrubs, and evergreen trees ate so
close to the property line that they grow through the fence, catch trash, and have to be
trimmed. Can these concerns be considered when developing the landscaping plan?
