Exhibit B <br />Operating Plan <br />Grand County Road and Bridge (Holder) <br />South Fork Gravel Pit <br />Sulphur Ranger District <br />1: Noxious Weed Prevention and Treatment <br />a. There exists on the perntit area, populations of Oxeye daisy (Cluysantlreum <br />)eucanthemum L) and Canada thistle (Circium arvense (L.) Scop). The Holder <br />shall treat these populations annually until such time as rite populations are <br />eradicated. <br />b. To remove excess dirt, grease and soil that may bold noxious plant material or <br />seeds, all equipment Uroygltt to the site will bepower-washed prior to moving in. <br />c. Airy seed or mulch utilized at the site will be certified noxious weed free, and will <br />Ue presented to the Forest Service for inspection prior to use. <br />2: The flood clvrte withiu the pem»t area, which runs paraile] to the un-named tributary <br />to the South Fork of the Williarns Fork, will Ue protected with a 20-foot buffer for its <br />entire length. No equipment or ground-disturUing activity will occur in this azea. (See <br />Exhibit C-3). <br />3: A gate will be installed at the entrance to the permit area prior to start of any <br />operations- The gate will Ue signed as required Uy the Forest Service. <br />4: Traffic wanting signs will be installed as agreed upon with the Forest Service, prior to <br />the start of any wodc. Signage will be installed in accordance with the Manual for <br />Uniform Traffic Control Devices, and Forest Service Handbook Requirements. <br />5: Required permits from the Stale of Colorado-Division of Minerals and Geology and <br />Grand County Department of Planning and Zoning will be obtained, and presented to the <br />Forest Service prior to Uegitming operations. <br />6: Operations will be limited to week days only, Uetween the hours of 8:06 a-nt. and 5:00 <br />p m. from May 15 -October l5 annually. No operations will be permitted on Monday <br />holidays (Labor Day, Memorial Day, 4°' of July holiday.) <br />7: Air quality testing wit] Ue conducted in compliance with the State of Colorado-Air <br />Quality Division regulations for gravel cntshing operations. <br />8: GCRB will notify the Sulphur Ranger District, Lands S[aff, annually, of their' Schedule <br />of Operations. <br />9: Reclamation of the site will comply with the attached Exhibit D-Reclamation Plan, and <br />will occur prior to the termination of this permit. <br />
