In our opinion, it is very cleaz when the Altemate Limitations apply. <br />The Altemate Limitations found in Part I,A.I.a. apply to Outfalls 001, 002a, 003, <br />004a, 005, 006, 007a, 008, 009a, and O1 Oa when any discharge, or increase in the <br />volume of a dischazge, is caused by precipitation within any 24-hour period that is <br />less than or equal to the 10-year, 24-hour precipitation event (or snowmelt of <br />equivalent volume) or greater than the 10-yeaz, 24-hour event (or series of storms <br />or snowmelt of equivalent volume). The application of these Altemate <br />Limitations aze subject to the Burden of Proof requirements described in Part <br />I,A.2. This applies <br />within 48 hours after a precipitation event has stopped or 48 hours after pond <br />inflow from snowmelt has stopped. The caveat with Part I,A.I.b concerning <br />Outfalls 0026, 0046, 0076, 0086, 0096, and OIOb currently requires the majority <br />of the dischazge to consist of surface runoff.
