Northern $1 Mine Haul Road Certification Report <br />Although I was not present during the actual construction of <br />the haul road, I was able to verify the necessary <br />information to complete a report on the construction. <br />A summary of the important design specifications, each <br />followed by relevant comments from the site inspection, is <br />given below. The specifications are given in Exhibit 13 and <br />14 of the Modified Permit Application for the Meeker Area <br />Mines and Associated Facilities, Rio Blanco County, <br />Colorado, submitted in October, 1982. The road designs <br />were furnished by International Engineering Company of <br />Denver. <br />1. Adequate topsoil and vegetation removal: This could <br />not be fully verified during the site inspection, <br />however, adequate topsoil was replaced on all road <br />embankments and shoulders, and adequate vegetation had <br />taken hold in all areas. Also, a sizeable topsoil <br />stockpile was observed within 200 feet of the road. <br />2. Road base thicknesses: Specifications called for 18 <br />inches of Class 3 Aggregate followed by 6 inches of <br />Class 6 Aggregate (-3/4") as a road cover. These <br />thicknesses were verified by excavation with a backhoe <br />during the inspection. <br />Road Widths: Specifications show a road width of 24 <br />feet with a 4 foot shoulder on either side. This was <br />verified by the inspection. <br />Cut and Fill Embankment Slopes: Specifications show <br />a maximum of 1.SH:1.OV for any cut and fill slope. On <br />site measurements showed slopes of 2.OH:1.OV or less. <br />These were deemed satisfactory. <br />5. Compaction: <br />AASHTO T99 <br />adequate coy <br />A) the road <br />after a few <br />digging up <br />measurements. <br />Specifications showed that the standard <br />must be met. Although not analyzed, <br />npaction was present from two observations: <br />surface was very smooth and free of ruts <br />years of use and B) the difficulty of <br />the road base material for thickness <br />6. Road Grade: Specifications showed a grade of no more <br />than 108 at any point. This was verified to be the <br />case from survey measurements during the inspection. <br />
