During construction the fill will be inspected by a registered professional
engineer at least quarterly. It will also be inspected during critical
_ construction periods of: removal of organic material and topsoil; instal-
lation of surface drainage system; placement and compaction of fill materi-
al; and revegetation. A certified report of the construction of the fill
will be submitted to the regulatory agency within two weeks of each inspec-
tion. At no time will coal processing waste and underground development
waste be disposed of at the same site.
The minimum static safety factor for the constructed fill is to be 1.5.
Calculations for the safety factor follow.
The waste disposal fill is to be spread in layers no more than 24 inches in
thickness. The layers are to be compacted to 90X maximum dry density as
indicated through an American Association of State Highway and Transporta-
tion Officials Specification T99-74 Test. That specification OT99-~4 is
included as a part of these specifications. No dewatered fine coal waste
is anticipated to be disposed within the area.
• Following grading of the coal processing waste bank, the waste disposal
site shall be covered with a minimum of 15 to 24 inches of the best avail-
able non-toxic and non-combustible material, presently located at the em-
ployee's parking area, and in a manner that does not impede flow within the
drainage plan. Finally, the coal processing waste area will be revegetated
in accordance with the revegetation specifications.
V. WASTE BURNING
Fire potential will be monitored through daily inspection by the Security
personnel. The daily inspections will look for lighter colored spots,
smoke, and hot spots as directed in a memo to Security on monitoring of all
coal stockpiles. If a fire is detected it will be eatinguished by the reg-
ular CWI Fire Brigade trained in fire fighting techniques. The fire fight-
ing procedures for the fire brigade are included as a part of these speci-
fications.
J
