COLORADO RESTMORELAND INC. <br />OBC9ARD VALLEY MINE <br />• DESIGN, CONSTRDCTION, RECLAMATION, AND INSPECTION SPECIFICATIONS <br />FOB <br />AASTE DISPOSAL AREA <br />I. GENERAL REQUIREMENTS <br />The waste disposal area will be constructed in accordance with 30 CFR <br />817.71, .72, .82 through .88. Combustion of the coal processing waste will <br />be controlled through compaction, inspection, and use of the CWI fire bri- <br />gade. <br />No coal processing waste from other activities located outside the permit <br />area such as other mines or abandoned waste piles are to be disposed within <br />this area. <br />II. SITE INSPECTION <br />• All coal processing waste stored within the waste disposal area will be in- <br />spected by CWI's registered professional engineer. Inspections will be <br />done quarterly and begin within seven (7) days of preparation of the area. <br />Inspections will cease only upon final abandonment of area after grading, <br />topsoil replacement and reclamation. <br />The inspection will observe potential problems and adherence to specifica- <br />tions contained herein. Generally, the inspectors will observe unstable <br />areas, drainage requirements - both surface and subsurface, construction <br />techniques, and topsoil evaluations. <br />The inspection will consider steepness of slope, seepage and other factors <br />necessary for prudent engineering ]udgments. The inspection reports will <br />be maintained at the mine eite office. <br />Any inspection which shows potential hazard to the public health will be <br />r reported immediately to the regulatory agency with recommended emergency <br />'~• procedures, remedial actions and requests for assistance if necessary. <br />
