our permit requirements, then wFC will begin Phase II of the <br />Demonstration Project by introducing an aluminum sulfate based <br />flocculant (such as NALCO 7883) in either or both of the ponds to <br />improve settling. <br />Per our May 4, 1988 meeting with the Colorado Mined Land <br />Reclamation Division (CMLRD), WFC will be required to supply the <br />CMLRD with specific information regarding introduction of <br />chemical additives into the mine water discharge system. <br />Therefore, implementation of Phase II of the Demonstration <br />Project will be dependent upon the review time frames required by <br />the CMLRD. Once this approval is granted, a specified monitoring <br />program will be implemented to evaluate whether or not treatment <br />of the discharge is successfully meeting the permit's effluent <br />limitations. If so, WFC will continue to discharge mine water <br />treated with flocculant from either or both of the ponds 002 and <br />003 until implementation of the long-term measures. If not, the <br />Division will amend the schedule of compliance to impose interim <br />effluent limits which will apply until implementation of the <br />long-term measures is complete. <br />Lonq-term Measures <br />wFC's long-term plan involves the construction of two new <br />mine water holding ponds (Ponds 005 and 006) to increase the <br />capacity and retention time of the mine water handling system. <br />The details of this proposal are contained in an application for <br />a technical revision to the CMLRD. A copy of this application is <br />enclosed for your review. After approval from the CMLRD and the <br />Colorado Department of Health for construction and use of Ponds <br />005 and 006, WFC then believes it is prudent to enter into <br />another demonstration phase will allow testing of the new pond <br />system without flocculant to determine if the permit effluent <br />requirements can be met. Again, as in the short-term measures, <br />if the permit effluent limits cannot be met, a flocculant system <br />will be designed for Pond 005 and 006 utilizing the empirical <br />data generated from Phase II of the Demonstration Project. This <br />demonstration phase will be accomplished prior to final design of <br />the long-term mine water handling system. <br />It should be noted that both the short-term and long-term <br />measures approved by you at our April 26 are subject to <br />concurrent approval by the CMLRD as referenced above, which we <br />are now in the process of seeking. we will keep you informed of <br />any change in the proposed course of action necessitated by the <br />CMLRD'S actions.
