As <br />a rule of Otumb: <br />Surface mining operations that mine over 70,000 <br />tats of product mater~l per year (i.e., raw materiel <br />removN or processing for sate. which carld irrdude <br />top soil, overburden, and raw meter~t) almost <br />eNuays require an ah permit.
