Ms. Christine Johnston
Mountain Coal Company
Page 2
December 9, 1996
to face more upgradient and away from the North Fork Gunnison River. This will
increase its trapping efficiency.
(6) The Probable Hydrologic Consequences (PHC) section of the permit document does
not adequately assess the current groundwater inflow conditions being experienced
within the mine. This condition effects the surface water hydrology of the mine site
because mine inflow waters are being discharged to and treated in existing surface
water ponds. It is recommended that the PHC portion of the permit document be
updated and revised to include a characterization of the recent high volume mine
inflows. Mine inflow water and its disposition should be accurately documented.
The above listed recommendations were made in an effort to minimi~r. potential off-site
impacts and to improve the current surface water hydrology monitoring program at the West
Elk Mine. This letter serves to resolve the remaining issues associated with these
recommendations. The following paragraph numbers are referenced to the numbered items
listed above.
(I) Refer to our letter of December 9, 1996 regarding our request for a minor revision
to the permit document, which addresses this concern.
(2) Refer to our letter.of December 9, 1996 regarding our request for a minor revision
to the permit document, which addresses this concern.
(3) Refer to our letter of December 9, 1996 regarding our request for a minor revision
to the permit document, which addresses this concern.
(4) Please verify to the Division that the Lower Sylvester Gulch flume will be routinely
cleaned out and maintained, so that accurate flow measurements can be taken.
(5) Please reconfigure the silt fence located at the Train Loadout as described above in
item (5). The Division will continue to verify in the field that silt fences site wide
are maintained and properly functioning.
(6) MCC is currently working on a technical revision to the permit document, which will
update the PHC to reflect current mine inflow conditions.
