Box 591 <br />Somerset, CO 81434 <br />Re: Office of Surface Mining (OSM) Surface Water Hydrology Special Focus Inspection; <br />West Elk Mine; Permit No.C-80-007 <br />On October 17, 1996, OSM hydrologist Joe Wilcox and Division of Minerals and Geology <br />(DMG) inspectors David Berry and Mike Boulay reviewed laboratory analytical data and <br />inspected various surface water hydrologic features at the West Elk Mine. Based on the site <br />visit, the OSM and DMG made the following conclusions and recommendations as <br />documented in our InspeMion Report dated October 23, 1996. <br />(1) As a quality assurance/quality control check on the laboratory analytical data, add <br />anion and cation balances to the analytical program for surface water samples. <br />(2) The chain-of-custody documents that accompany every shipment of samples to the <br />analytical laboratory should include a complete list of the specific analyses requested <br />for each sample shipment. It was noted that several of the chain-of-custody <br />documents reviewed did not have a listing of the requested analyses, and in some <br />instances did not correlate well with the laboratory data reports that they were <br />attached to. <br />(3) Stream discharge measurements at the North Fork Lower station should be added <br />to the water quality monitoring program. Flow measurements should be recorded <br />each time a water quality sample is collected and should be done concurrent with a <br />measurement at the North Fork Upper station. <br />(4) The sediment that collects in the Lower Sylvester Gulch flume should be routinely <br />cleaned out, to enable accurate flow measurements to be taken. It is also <br />recommended that the procedures for taking measurements be verified, particularly <br />during periods of low flow. <br />(5) The silt fence located at the Train I.oadout (east of MBA) should be reconfigured <br />
