However, a <br />concern romaine Lhat coal extraction on other parts of the proposed lease <br />could materially damage the quantity and(or quality of water that eupplles <br />this AVF, due to the potential hydraulic oonnactian between the AVF end <br />Heeaverde Formation. Due to inruffieiant data, a determination can not be <br />made until a mine plan for thr area hse been submitted. At that time, the <br />Regulatory Official will make a finding concerning poaeibir material damage to <br />thr alluvial valley floor. Ar a rarult of the finding, some restrictions to <br />the mining operations may ba necessary. <br />C. To protect and preserve breeding and Heating habitat for the Loggerhead <br />shrike, dieturbancer in rngebrueh and oak etnnd^ should be avoided to the <br />extent possible. <br />The above mitigating measures ware identi[ied in the SA. Any additional measures <br />necessary will bs identified and dealt with at the time the Nina and Reclamation <br />plan Permit Application it approved, <br />Monitorine: Aside from monitoring done by the lessee, all surface disturbing end <br />mining activities on thr lease will be monitored by the Office of Surface Mining, <br />Colorado Mined Land Reclamation Divirion and 8LM during the mine and reclamation <br />plan permitting prooers. <br />Conclusions we recommend that the lend identified in coal lease application, 0- <br />53510, ne modified by the Sanborn East Coal Tract, be offered for competitive lease <br />ro that the mining of the B and c coal bade may occur. <br />Based on the analysis of potential environmental impacts contained in the attached <br />environmental aesaeement, we have determinrd that the impnete ere not expected to be <br />significant and the action is not highly eontrovereinl.
