Ms. Kate Pickford, Division o(Minerals and Geology <br />September 27, 2001 <br />Page Two <br />AGGREGATE <br />INDUSTRIES <br />The discharge permit for this site sets forth formal monitoring parameters for dewatering the sand and <br />gravel mine area, and monitoring is conducted in accordance with those parameters. Monthly water <br />samples are taken at the discharge point from the dewatering trench, and there has been no indication <br />of oil or gease in the samples collected. In accordance with the discharge permit and the storm water <br />management plan for this site, visual monitoring of the dewatering trench is also conducted weekly. <br />The aggregate plant manager for this operation has in fact advised that he inspects the trench daily, <br />after the plant starts up, to assure that there is no evidence of oil or grease. <br />6. The shop manager who is responsible for the diesel tank at this site has confirmed that the form <br />prepared for use in monitoring fuel usage from the diesel tank is being used. <br />8. As we discussed during the inspection, Aggregate Industries, as well as many other operators in the <br />industry, were unaware of DMG spill reporting requirements. It is my understanding that the <br />Division will issue a policy memo regarding these requirements. It would also be beneficial to the <br />industry to include in that memo a clarification as to which agency has primary regulatory authority <br />in such matters and how we should coordinate reporting requirements among the agencies to whom <br />reporting is required. <br />I appreciate your report's confirmation regarding the positive efforts Aggregate Industries is making to <br />respond in this matter. As previously indicated, a Site Characterization Report from Paragon Consulting <br />should be available next week, and a copy of that report will be provided to you.
