Simpson, P.E. <br />State Engineer <br />We have received your letter of November 25, 2003, requesting renewal of the above <br />referenced substitute water supply plan to cover depletions caused by a gravel mining operation. <br />The required fee of $217.00 for the renewal of this substitute supply plan has been submitted. <br />The original supply plan was approved on April 30, 2001 and a renewal was approved November <br />26, 2002. <br />The renewal anticipated that mining would begin in the spring of 2003, however, it did not <br />begin until September due to unforeseen delays. This plan describes the actual uses for 2003 <br />and the proposed uses for 2004. According to the information submitted, no water surface was <br />exposed within the permit boundary prior to January 1,1981. <br />Mining at the site may be done under wet conditions with a dredge directly exposing <br />groundwater or under dry conditions by dewatering the pit area. The area of exposed <br />groundwater specified in the plan assumes that the area will be mined under wet conditions. <br />The actual consumptive use for 2003 consisted of 0.49 acre-feet of evaporative loss <br />(from September through December) from 0.61 acres of exposed lake surface and 0.34 acre- <br />feet of water lost in product {4% moisture of 11,400 tons of raw material}. The anticipated <br />consumptive use for 2004 consisted of 12.27 acre-feet of evaporative loss from 0.61 acres of <br />lake surface exposed from January through April and 5 acres of lake surface exposed from May <br />through December, 3.24 acre-feet of water lost in product (4% moisture of 110,000 tons of raw <br />material) and 1 acre-foot of water used for dust control (total 16.51 acre-feet) <br />The S&H Mine Gravel Pit is located approximately 2,900 feet from the South Platte River. <br />The Applicant has provided a monthly schedule of lagged actual depletions to the river system, <br />together with a schedule of replacement requirements for 2003 and 2004.
