Simpson, P.E. <br />State Engineer <br />We have received your letter of March 2, 2005, requesting renewal and amendment of the <br />above referenced substitute water supply plan to cover depletions caused by an existing gravel <br />mining operation. The required fee of $217.00 for the renewal of this substitute supply plan has <br />been submitted. The original supply plan was approved on May 27, 1992 and was last renewed <br />on January 10, 2001. <br />The Distel pit is comprised of four parcels know as the Peschel Parcel (owned by the City <br />of Boulder and the City of Longmont), the Sherwood Parcel (owned by the City of Longmont and <br />Donald Sherwood), the Distel Parcel (owned by Aggregate Industries) and the Landfill Parcel <br />(owned by the City of Longmont). <br />The total exposed pond area is 67.2 acres. Consumptive use of water at the property <br />consists of 172.7 acre-feet of evaporation from the 67.2 acres of exposed pond area, 15.83 acre- <br />feet of water lost in product (4% moisture of 537,826 tons of raw material), and 1.98 acre-feet for <br />dust control (Total 190.35 acre-feet). <br />The sources of replacement water area 100% interest in the Coffin & Davis Ditch, 19.6 <br />shares in the Leggett-Owens Reservoir and fully consumable water leased from the City of <br />Westminster. Replacements during the historic irrigation season will be provided by the 100% <br />interest in the Coffin & Davis Ditch, which yields 328.5 acre-feet of consumptive use credits, <br />based on a ditch loss of 10%, farm efficiency of 55% and return flows of 50% surtace and 50% <br />subsurface. The conditional lease with the City of Westminster will provide 2.0 cfs of water every <br />day from November 10 to March 20. The remaining winter depletions will be replaced using the <br />19.6 shares in the Leggett-Owens Reservoir, which have an annual consumptive use credit of 33 <br />acre-feet, based on a 55% efficiency. <br />~^~:oS~ <br />August 15, 2005 <br />To provide the security of a permanent, renewable source of replacement water which <br />could be used for replacement should the applicant cease mining, abandon the gravel mining <br />operation, and allow the pit to fill, a 52.5% interest in the Coffin & Davis is hereby dedicated to <br />
