• Source of Topsoil. <br />(e) A discussion of present and potential productivity of <br />soils. <br />~i:fi~~l~'f:f3 <br />Since the soils at Energy Mine No. 3 and at the Middle Creek <br />Dnderground Mine are not in a premining undisturbed status, <br />determining "present" productivity under premining conditions is not <br />possible. "Potential" productivity can be estimated by using SCS <br />guidelines which correlate soil types (from SCS mapping done prior <br />to mining) with parameters including suitability potentials, <br />• capabilities, and forage production. This information is detailed <br />under Rule 2.04.3 and in Table 38, Land Qae Capabilities Within the <br />Energy Miae No. 3 Permit Area, Table 39, Soil and Foundation <br />Suitability Potentials and Limitations for Alternative Land Qaes, <br />and Table 41, Forage Production, Percent Vegetative Cover and <br />Carrying Capacity by SCS Range Site. <br />(2) The intensity of soil sampling and the number of samples to <br />analyze shall be based on the complexity and variability of soils within <br />the permit area. <br />RESPONSE: <br />• <br />No additional soil sampling will be conducted at Mine No. 3 <br />2.04-68 <br />
