Box 459 <br />Florence, CO 81226 <br />Re: Southfield Mine and Coal Loadout <br />Quarterly Sediment Pond Inspections <br />Dear George: <br />Pcak Project Management, LLC <br />34115 County Road 20.8 <br />'Trinidad, Colorado 81082 <br />(719)846-4975 <br />On March I Q 2004 the sediment control ponds numbered 4, and 5 at Southfield, and ponds I and 2 at the <br />coal loadout, were inspected for structural integrity, erosion, other hvardous conditions, and to identify <br />required maintenance. The inspection also satisfies Rule 4.05.9 (17) of the Colorado Mined Land <br />Reclamation Board for Coal Mining. Former ponds number I, 2, and 3 al Southfield have been reclaimed <br />and the areas were not inspected. <br />To the best of my knowledge, based upon my field observations and investigations, as detailed in the <br />attached inspections reports, all referenced ponds are being maintained in conformance with prudent, stale- <br />of-the-art earthen embankment construction. <br />Sincerely, <br />V/~ <br />Ronald G.
