• Slope Projection. With the exception of the highwall area along the southwestern edge of <br />the impoundment, side slopes are 2:1 or flatter and have been permanently revegetated and <br />protected against erosion, Seeding was conducted on the contour in all but the steepest <br />areas around the impoundment. A cover crop of barley was applied to all reclaimed areas <br />[o aid in site stabilization. The Wadge Impoundment (Pond 002), downstream and in series <br />with PECOCO, provides sediment control for the PECOCO affected area. The reclaimed area <br />will be inc'. uded in the revegetation monitoring program and the Seneca Mine Ril} and Gully <br />Plan. Where vegetation establishment has not been successful, remetli al action will be <br />taken, Any excessive rill and gully activity will be mitigated through implementation of <br />the rill and gully plan. <br /> Nydr of ogy . Three hydrologic concerns must he addressed before a permanent impoundment may <br /> be author ized untler Section 4,05.9. These cone erns are: <br /> 1. The quality of the impounded water shall be suitable on a permanent basis for <br /> its irate ntled use, and discharge of water from the imp oundment shall not degrade <br /> the quality of receiving waters to less than the water-quality standards <br /> established pursuant to applicable State and Federal laws [Section <br /> <br /> 2. The level of water shall be cuff it iently stable to support the intended use <br /> [Section 4,05.911)(b)]; and <br /> 3. Water impoundments shall not result in the diminution of the quality or quantity <br /> of water available to water right holders for agricultural, industrial, <br /> recreations, or domestic uses except in accordance with applicable State law <br /> [Section 4.05.9(1)(d)]. <br />P ECOCO contains water maintained primarily by ground water flow from upq radient <br />re saturated spoils. Water quality data has been collected at the discharge of PECOCO <br />since late 1985 (see Exhibit 7-18); this data is listed in Addendum 1, and a statistical <br />summary is provided in Table 7-6G-1a. It should he noted that water quality data for <br />PECOCO is referred to as "Spoils Sp ri no a5" in Pea body's romou ter data base.
