competent sandstone that show no visible signs of failure. The northern slopes of the • <br />impoundment are 2h:1v or flatter and were created with graded spoil materiel. <br />DESIGN ANALYSIS <br />General. PECOCO meets or exceeds the design end performance requirements of Colorado <br />Mined Land Reclamation Division (CMLRD) for a permanent impoundment while utilizing as <br />much of the existing topography as possible. PECOCO complies with the following <br />specifications: <br />1. Provides a suitable water quality and a stable water level on a permanent basis <br />for grazing end wildlife purposes. <br />2. Provides a safe access for the proposed water users. <br />3. The sire is adequate for the intended use. <br />4. The impoundment is suitable for the approved postmtning land use. <br />5. Slope protection against erosion is provided due to vegetation. <br />Access and Sixe. PECOCO has two areas that provide adequate and safe access for livestock <br />and wildlife. These areas are s hown on Exh ibit 7-18 end include approximately 450 linear <br /> <br />feet along the waterline of the <br />impoundment <br />adjacent to the dam embankment end 130 linear v <br />feet along the waterline at the pond inlet at the opposite end of the impoundment. Both <br />access areas fell within (4:1 or less) slope requirements specified by the Soil <br />Conservation Service (SCS) for safe access by livestock (see Colorado SCS Standard end <br />Specification #378, Ponds, dated January 1989). <br />Ltvestock have accessed PECOCO in 1991, 1992, and 1993. Big game use has been common <br />during the same period. There have been no problems with animal safety or access since <br />the pond's final configuration. Site analysis indicates construction of barrier fences <br />along steeper portions would be difficult without building them away from the waterline <br />edge. This will create en increased hazard for animals which may become trapped between <br />the water edge and fence. Animal use will continue to be monitored et PECOCO. Fence <br />barriers will be established if animal safety problems occur. <br />The size of PECOCO and the volume of permanent water normally present (assuming <br />approximately 23 acre-feet of water is available) is sufficiently large to provide <br />adequate water supply that exceeds the needs of ontici pated livestock end wildlife <br />numbers. The large capacity, suitable water quality, permanence of the eater supply, and I <br />availability of access renders PECOCO suitable for the postmine land uses. <br /> 7-6g-2 Revised 06/24/93 <br />
