~... .
III IIIIIIIIIIIIIIII
Attending: Allen Sorenson, DMG
Jay Jones and Reese Ganster, Climax Molybdenum Co.
John Lupo, TITAN Environmental
Brice Romig, Climax Mine
Anne Ihlenfeldt, Henderson Mine
Tim Eastep, Henderson Mill
THE FOLLOWING CONSTITUTES GENERAL GUIDANCE FOR IMPLEMENTATION OF A
GROUNDWATER PROGRAM UNDER THE MINERAL RULES AND REGULATIOilS. NOT ALL
ASPECTS OF THIS GUIDANCE ARE APPLICABLE TO CLIMAX AND HENDE;RSON, BUT IN
SUCH CASES NARRATIVE JUSTIFYING WHY CERTAIN COMPONENTS OF THE GUIDANCE ARE
NOT APPLICABLE WOULD PROBABLY BE APPROPRIATE. SOME COMPONENTS OF THIS
GUIDANCE CAN BE ADDRESSED IN A NON-EMPIRICAL MANNER.
Under the groundwater regulations, potentially regulated activities at
Climax and Henderson would be surface disposal of mine waste, tailing, and
water treatment sludge, as well as increased exposure of vein material to
oxidation through surface and underground mining activities. Also,
underground disposal of water treatment sludge (see Rule 6.4.19(19).
As of January 31, 1994, an Interim Narrative Standard for ground water
quality, applicable statewide, was established by the Waster Quality
Control Commission. The establishment of the Interim Narrative Standard
will facilitate and allow implementation efforts by DMG to proceed based
on Water Quality Control Commission adopted standards, albs=_it with the
recognition that the Interim Narrative Standard may be supplanted by site-
specific classifications and standards at some future date.
Standards and Conditions
Operations that may affect the quality of ground water which has not been
classified by the Water Quality Control Commission shall protect the
existing and reasonably potential future uses of such ground water. As
such, existing and potential future uses of ground water in the vicinity
of the sites must be adequately described or defined.
Establishing permit conditions, including numeric protection levels,
protective of unclassified groundwater uses:
1. Permit conditions shall be established for each operation that may
have a reasonable potential to adversely affect the <;uality of a
specified area that has not been classified by the Water Quality
Control Commission. Conditions may be in the form of numeric
protection levels, practice based permit conditions, o:r both.
2. Points of compliance for numeric protection levels shall be set.
