Grand River Park Project, M-2006-046
Response to Adequacy Letter of August 1, 2006
6 September 2006
Page 10
alternatives, presumably removal of the berms and reseeding the disturbed area.
However, the ability to elect either option continues to be sought as a way to
ensure the best opportunity to transition the site to its intended post-mining use.
At this time it is unclear whether berms at the boundary of the enclave parcel will
facilitate recreational opportunities or whether topsoil applications elsewhere will
be of greatest benefit.
15. Please clarify if the office building will remain on site after mining is
complete. If the office building is to be removed during reclamation please
provide its dimensions and composition in order to accurately estimate a
cost for removal in the reclamation bond estimate. Also, if the building is
to be removed please revise Exhibit F accordingly.
It is the intent of the land owner and applicant that the existing structure will
remain on the site for residential or other use following reclamation. This is
consistent with Rule 3.1.11. The building is immediately adjacent to the road at
the southern property boundary and is peripheral to the restored site.
Furthermore, the building may serve as an outpost for educational, recreational,
or maintenance activities consistent with the post-mining use.
16. The applicant indicates that a parking lot may be constructed adjacent to
the office building. Please commit to either constructing a parking lot or
reclaiming this area. If the operator commits to constructing a parking lot,
please provide the proposed design to include dimensions of the lot and
the materials used for its construction.
The planned parking lot is depicted at scale on Exhibit C-2 and as an option of
Exhibit F. Following from the discussion of items 14 and 15 above, the applicant
and land owner believe the option of retaining the parking lot in the post-mining
use may facilitate the site's recreational potential. The plan shows a main lot to
the west of the building approximately 65 feet in north-south dimension by 50 feet
in east-west dimension. The drive aisle, with parallel parking in overflow
situations, is approximately 100 feet in length (east-west) by 30 feet in width
(north-south). The parking surface will be a minimum of 8-inches of road base
material.
17. Please describe the access road located in the southwest corner of the
permit area that will remain after reclamation. The description should
provide the proposed design and include the dimensions of the road and
materials used for its construction.
