Fish and Wildlife Plan <br /> Wyoming Fuel Company proposes to undertake a <br /> combination of activities intended to counteract the <br /> effects of disruption of the natural environment. <br /> "Mitigation" is herein understood to include 1) avoiding <br /> adverse impacts by not taking a certain action or parts of <br /> an action (preventive), 2) minimizing impacts by limiting <br /> the magnitude of the action, 3) reducing or eliminating <br /> the impact over time by preservation and maintenance operations, <br /> and 4) finally, rectifying the impact by repairing, restoring, <br /> or rehabilitating the affected environment (reclamation), <br /> as recommended by the findings of the mitigation symposium <br /> (Jahn 1979}. <br /> Emphasis in mitigation will be placed on the <br /> avoidance of long-term impacts - to restore and reclaim <br /> the affected site in a manner conducive to 1) enhancement <br /> of the natural environment, and 2) maintenance of biological <br /> diversity. <br /> Other activities are intended to avoid short-term <br /> impacts. The regulatory agencies have drawn our attention <br /> to the economically important species, and sage grouse in <br /> particular. At the same time, the multiple purpose planning <br /> objectives of the Bureau of Land Management require that <br /> attention be paid to all components of the ecosystem. The <br /> task presented to Wyoming Fuel Company is to direct mitigation <br /> measures toward the economically valuable species, while <br /> preserving the biological diversity of the area - in short, <br /> to develop a "featured species plan" (Zeedyk and Hazel 1974) <br /> within a broader "plan for species richness" (Evans 1974). <br /> Clearly contraindicated, therefore, are measures which would <br /> substantially alter the ecosystem, create instability, or <br /> which are untested and therefore the environmental impacts <br /> are unknown. Emphasis must be placed on economically extensive <br /> measures which contribute to ecological stability. <br />-12- <br />
