-2- <br /> <br />Topsoil Handling <br />As previously stated, topsoil was not distributed in the previously dis- <br />turbed road course area in anticipation of reconstruction of the road <br />following proper authorization. The distance from the point where previous <br />construction (disturbance) ended to the area authorized for refuse disposal <br />is approximately 300 feet. This area is a south-facing slope with sparse <br />Pinion-Juniper and dryland shrub cover. The soil is poor, consisting of <br />weathered mancos shale and sandstone. Soil depth generally ranges from <br />a few inches to 1~ feet. A few small isolated pockets of soil occur to a <br />depth of 36 to 48 inches. <br />In general, this section of proposed road course has no identifiable "A" <br />horizon topsoil layer. Where an organic layer does occur, (i.e. isolated <br />pockets), it ranges in depth from 1-6 inches and is extremely small in areal <br />extent. Due to the small size of these areas, the surrounding slope angle <br />and the narrow width of the proposed area of disturbance, it will be very <br />difficult if not impossible to salvage these soilds without contamination. <br />However, every effort will be made to salvage all soils suitable for use <br />as a vegetation growth medium ahead of construction. Salvaged soil will <br />be removed to the designated topsoil storage area or distributed over the <br />road-fill outslopes and seeded and mulched in accordance with the interim <br />• reclamation plan.. From the point where the road course enters the desig- <br />nated refuse disposal area, topsoil will be handled according to the ap- <br />proved refuse disposal operation plan. <br />Road and Drainage System Design <br />A geotechnical investigation of the proposed haul road area has been per- <br />formed by CTL/THOMPSON, INC. A copy of their report has been enclosed. <br />Snowmass Coal Company intends to follow their construction recommendations. <br />Haul road plan and profile drawings have been prepared and certified by <br />Mr. Jerome F. Gamba, P.E.-L.S. and are included for your review. <br />The haul road drainage system has been designed by Ponderosa Engineering, Inc. <br />Surface drainage recommendations made by CTL/THOMPSON, INC. were taken into <br />consideration when designing the drainage system. A copy of the haul road <br />drainage system design drawing and calculations are also included for your <br />review. <br />Construction Scheduling <br />Construction of the haul road will begin immediately upon approval from the <br />Colorado Mined Land Reclamation Division. It is anticipated that the road will <br />take 1 - 2 months to construct. <br />r1 <br />U <br />
