My staff and I look forward <br />to a long and productive working relationship with you on behalf of American Soda. In order <br />to provide some background information to familiarize you with the issues leading up to this <br />correspondence I have provided a brief summary of recent events below: <br />• August 9, 2001 American Soda submitted a letter to BLM requesting approval to <br />increase the number of solution mining wells to 34. This letter also provided draft <br />modification of page 2-5 and page 2-6 from the Commercial Mine Plan and an <br />updated map to reflect these changes. <br />• American Soda received approval to increase the number of solution mining wells to <br />34 in a letter dated September 26 from the BLM office. <br />• On August 29, 2001 American Soda outlined in written correspondence to the EPA <br />permits group a plan to perform a step rate pressure test on production Well 20-30 <br />to confirm that the maximum injection pressure can be safely increased from 700 <br />PSI to 800 PSI without formation fracturing. <br />• Discussions with BLM officials were ongoing throughout September regarding the <br />performance of this test and American Soda's goal to modify the injection pressure. <br />At a formal meeting with BLM officials American Soda was asked to submit another <br />draft revision to the Commercial Mine Plan regarding these changes. <br />• The step rate pressure test of Well 20-30 was successfully completed on <br />September 26 - 27 with Ken Phillips of the EPA observing the test.
