~. <br />EXHIBIT E - Reclamation Plan <br />NARRATIVE: <br />The purpose of the Cross Mountain Pit No. 1 is to <br />secure a dependable source of road development and <br />maintenance materials for the future improvement of County <br />Road #10 and other related road projects in the vicinity. <br />The Moffat County Road Department (Operator) will mine and <br />store the road-base materials in accordance with the Mining <br />Plan Map (Exhibit C-4) and the Mining Plan (Exhibit D). <br />Whenever it is practical the operator will grade the <br />mined-out portions of the of the excavation area as soon as <br />it is possible. Hut the final grading and the application of <br />topsoil is generally not practical until the whole pit is <br />ready for reclamation. The rocky and gravelly nature of the <br />substance being mined dilutes the need for stabilization <br />measures to prevent erosion during the life of the mine. <br />Additionally, the silty sands that make up the matrix of the <br />gravel material are sufficient for effective plant rooting. <br />The native desert plants in this soil type are hardy <br />invaders. Disturbed slopes that have been exposed for a <br />considerable amount of time in this environment re-vegetate <br />naturally. Seeding during the operation of the mine for <br />interim stabilization is unnecessary. <br />The gravelly nature of the topsoil negates the <br />necessity to stabilize the topsoil piles by interim seeding. <br />SPECIFIC APPLICATION INFORMATION <br />1. There will be no overburden to remove to develop this <br />mine. All of the surface materials to a depth of 12 feet, or <br />more, will be utilized in the preparation of the roadbase <br />materials; <br />2. The maximum gradient of reclaimed slopes will be 3:1 <br />(Horizontal to Vertical) <br />3. (A) The future use of the Affected Area will not change <br />from the existing rangeland use; <br />{B) The operator will replace 6" to 8" of topsoil on <br />the graded slopes and will apply the MLRD approved seed-mix <br />formula as specified in Exhibit E-1; <br />(C} The topsoil will be disced to bind it to the <br />sub-soil and it will either be drilled ~" to 1" deep in the <br />prepared seedbed, or, the seed will be broadcast at the <br />rates specified in Exhibit E-1; <br />(D) If broadcast the seed shall be raked or harrowed <br />after application; <br />
