The request is to modify <br />an existing drainage ditch and construct a sedimentation pond. <br />This request is submitted as a Technical Revision, in accordance <br />with Rule 2.08:4 Revision to a Permit, since there will be an additional reg- <br />ulated facility (i.e., the proposed sedimentation pond). <br />ENVIRONMENT <br />The proposed drainage system and pond is located in the previously <br />disturbed loadout area. =This area was disturbed during the construction of <br />the loadout, and was reclaimed after construction was completed. The location <br />is described as situated in the NWl/4NE1/4 of Section 22, T4N, R93W, 6th P.M. <br />(see attached map). The area has been previously described in the Colowyo <br />Permit. <br />BACKGROUND <br />There has been concern about runoff below the existing drainage and <br />sediment pond system at the Colowyo loadout area. The water quality concern <br />arises mostly because of the coal dust on the area that has been reclaimed, <br />and drainage from the loadout tunnel. The area below the existing drainage <br />system consists of 5.68 acres, including the loadout tunnel area. The problem <br />in this area is that there is currently no place to route water away from the <br />area of concern without introducing untreated water into the natural drainage <br />system. In the past, runoff from this area simply stayed in the area causing <br />problems for the loading operations. <br />To remedy the situation, Colowyo would like to establish drainage <br />within the area, route the drainage through a portion of an existing ditch <br />(the ditch would be modified to segregate drainage off the disturbed area from <br />drainage off undisturbed areas), and construct a sedimentation pond to treat <br />any runoff. <br /> <br />
